The African Union Commission’s Department of Political Affairs, Peace and Security (PAPS), in partnership with the AGA-APSA Platform and the Government of the Republic of Ghana, is pleased to announce the 13th Biennial High-Level Dialogue (HLD) on Democracy, Human Rights, Governance, Peace and Security, taking place end of July 2025 in Accra, Ghana, along with dedicated pre-events on youth and gender.
Over the past twelve years, the HLD has evolved into a premier platform for high-level exchanges on governance and democracy in Africa, often in line with the African Union’s annual theme. The Dialogue’s recommendations feed into the AU Summit of Heads of State and Government via the AU Chairperson or the AU Theme Champion.
In its 13th edition, the Dialogue will align with the AU 2025 theme: “Year of Justice for Africans and People of African Descent Through Reparations.” This year’s theme–“Justice, Rights, Reparations, and State-building”–aims to reinforce ongoing efforts to address historical injustices and forge inclusive, accountable, and resilient governance structures across the continent.
Call for Submissions
In this context, the AGA-APSA Platform is compiling a special publication to accompany the 13th HLD. We invite bold, analytical, and thought-provoking articles under the theme Theme: Justice, Rights, Reparations, and State-building – Trends, Challenges, and Prospects that exploring how justice, rights, and reparations can support:
- State-building in Africa
- Democratic governance
- Gender equality
- Youth empowerment
- Institutional accountability
- Sustainable development
Exceptional contributions will be selected for sponsored participation at the 13th HLD in Accra.
Objectives of the Publication
- Promote African-led discourse on restorative and reparative justice
- Document leading thought leadership and opinions on justice, reparations, state-building, and development
- Highlight the role of institutions, civil society, and the African diaspora in advancing justice and equity
- Showcase innovative youth- and women-led approaches to transitional justice
- Strengthen public understanding of AU policy frameworks on justice, reconciliation, and governance

- Justice, Rights & State-Building Exploring the evolution from colonial legacies to inclusive governance, state resilience, and development.
- Reparations, Gender & Equity Addressing historical and contemporary harms, especially against women and marginalized groups, and advocating for gender-responsive justice–from the Maputo Protocol to local innovations.
- Youth & Diaspora Leadership Showcasing the role of youth and diaspora movements in shaping reparative justice, including through digital activism, civic engagement, and advocacy.
